The critics can't stop raving about this new eatery in the up-and-coming Poble Sec neighborhood of Barcelona. There was a time not too long ago when all you could find to eat in this part of town was a sandwich and some greasy, deep-fried tapas, but that's all changing. Mano Rota (which means "broken hand" in Spanish) offers two tasting menus, both of which are excellently executed and reasonably priced at $40 and $63.
