Peter the Great erected Kadriorg Palace—a Baroque masterpiece with ornate stucco work and original fireplaces in the opulent two-story main hall—in a leafy neighborhood east of Old Town. The building doesn't outshine the collection of 16th- to 18th-century Dutch, German, and Italian paintings (including a handful of Bruegels) and modern Russian realist canvases. It's just a 10-minute ride from Old Town on the 1 or the 3 tram.
