SAVE THE DOLPHINS! Radisson Seven Seas Cruises is removing dolphin-encounter operations from all itineraries. The company says the programs, in which travelers can swim with dolphins that have been captured and placed in small pools, are irresponsible and inhumane.

LIBERTY AND E-PASSPORTS FOR ALL The State Department has finalized details for the new smart-card passports. If current plans hold, they'll become standard for American travelers as soon as February. (Old, non-biometric passports will still be valid until they expire.)

TIPS FOR THE DISABLED The Department of Transportation has a new Web site (www.dotcr.ost.dot.gov/asp/emergencyprep.asp) to help people with disabilities plan transportation in case of a natural disaster or other emergency. The site also includes links to the disability pages of Amtrak and other transit services.
