The State Department has added a $12 surcharge to the cost of a U.S. passport, raising the price to $97 for a new one and to $67 for a renewal. Among other things, the fee will help pay for high-tech improvements, such as a computer chip embedded on the last page that will store personal data. The e-Passport debuts later this summer.
